I have not seen the version of povidone-iodine you bought used or recommended anywhere for dilution to make any covid related spray or wash.

The inactive ingredients of the recommended “povidone-iodine solution, 10%” in the 2 different brands I bought are – C12-13 Pareth-9, citric acid, disodium phosphate, glycerin, sodium hydroxide, water.

The povidone-iodine product recommended and commonly used is “povidone-iodine solution 10%”.
